I am a Photographer from the Northeast Florida coastline.  From the time of my initial interest in the photography at age 13 when I taught myself how to process and print film I have always been on a tight budget.  Then I could not afford an enlarger but that did not stop me, I built my own and  today faced with the same hurdles from lighting to web hosting  I am still building my own incorporating the most cost effective tools available.  This website for instance is up and running for $3.00 a month and was developed by me using free open source software.  PSM Quest is another of those efforts and was designed to support a need we had to manage our Photography Studio operating on a limited budget.
